Business Owners Policy (BOP) in California

Property, liability and business interruption in one policy — usually cheaper than buying them apart.

A Business Owners Policy bundles the three coverages nearly every small business needs — commercial property, general liability, and business interruption — into one policy, generally priced below the sum of the parts.

Public sources put a California BOP at roughly $711 per year (about $59/month) at the low end, with other estimates around $1,200 per year. The spread is real: industry, location, payroll, revenue and property values all move it.

What a BOP includes

  • Commercial property: your building if you own it, plus contents, inventory, equipment and tenant improvements if you lease
  • General liability: third-party bodily injury and property damage, plus products and completed operations — the coverage your landlord and your clients ask for a certificate of. See general liability
  • Business interruption: lost income and continuing expenses while you cannot operate after a covered loss. The most valuable and least understood piece — in a fire, this is what keeps payroll running

Most California small businesses — retail, offices, professional services, small restaurants, contractors with a shop — fit a BOP.

What a BOP does not include

This is where businesses get caught. A BOP is not a complete program:

  • Workers' compensation — separate, and mandatory in California for any business with employees under Labor Code 3700. See CA workers' comp requirements
  • Commercial auto — separate, and required for business-owned vehicles. See commercial auto
  • Professional liability / E&O — separate; general liability does not cover your professional advice. See professional liability
  • Cyber liability — separate, and increasingly the gap that matters for any business holding customer data
  • Earthquake and flood — excluded, as everywhere in California
  • Employment practices liability — separate, and California's employment law environment makes it worth pricing

How to keep the cost down

  • Bundle. Combining a BOP with workers' comp, commercial auto or professional liability commonly earns 5%–15% off
  • Get the classification right. A misclassified business pays for risk it does not have. This is the most common error we correct on accounts moving to us
  • Set the property limit to actual replacement cost. Under-insuring triggers coinsurance penalties at claim time; over-insuring is money spent for nothing
  • Review annually. Revenue, payroll and equipment change; the policy should track them

How much does a BOP cost in California?

Public estimates run from about $711 per year (roughly $59/month) to around $1,200 per year for a typical small business. Industry, location, revenue, payroll and property values drive the difference.

What is the difference between a BOP and general liability?

General liability covers third-party injury and property damage only. A BOP bundles general liability together with commercial property and business interruption, usually for less than buying them separately.

Does a BOP include workers' compensation?

No. Workers' comp is always a separate policy, and California requires it for any business with employees under Labor Code 3700. Penalties for going without are severe.

Is a BOP enough for my business?

For a simple retail or office operation it is often the core of the program, but it is rarely the whole program. Most businesses also need workers' comp, and many need commercial auto, professional liability or cyber depending on what they do.

Can I get a BOP if I work from home?

Often yes, and it matters — homeowners policies severely limit business property and generally exclude business liability. A BOP or a home-business endorsement closes that gap for far less than most owners expect.
